WHAT ARE BROWSER-SAFE COLORS?
The term "Browser-safe" refers to the specific colors known to be rendered correctly (i.e., not dithered) by most browsers, including Microsoft's Internet Explorer and Netscape's Communicator. There are 216 colors listed as browser-safe, even though there are 256 colors in 8-bit color mode. The browser-safe colors adhere to the following table and are a combination of the values listed. The Hexidecimal pattern is #RRGGBB where the 1st two characters (RR) represent the first RGB color in a three-color scheme, and the second two characters (GG) represent the second of three colors, and so on. It's very important to include the "#" before the Hex color code.

RGB HEX
0 00
51 33
102 66
153 99
204 CC
255 FF

As you can see, the result of multiplying the 6 x 6 x 6 (RRGGBB) results in 216 combinations of browser-safe colors.
